About the contract management framework
The contract management framework (the framework) supports the contractual arrangements between Homes Tasmania and housing support providers.
Contract management:
- ensures Home Tasmania meets its commitments to the people of Tasmania
- monitors housing support providers to ensure they are delivering quality services
- ensures both parties fulfil their responsibilities and obligations agreed in the contract.

Guiding principles
The framework is supported by the guiding principles for the relationship between Homes Tasmania and housing support providers and how we work together to achieve better outcomes for Tasmanians facing homelessness.
The guiding principles are:
- fostering collaboration with housing support providers
- mutual understanding of each other’s obligations
- shared responsibility for achieving the agreed outcomes.
The processes for managing contracts
The processes outlined in the framework ensure Homes Tasmania and those partnering with us under a contractual arrangement understand each other’s roles and responsibilities and describe the actions that need to be taken.
The processes are:
- Relationship management
- Risk management
- Performance monitoring and review
- Contract negotiations and variations
- Issues and complaints management
- Grant funding and leasing arrangements
- Reporting obligations
- Record keeping

What we can achieve
The framework provides structure so Homes Tasmania and housing support providers can manage contracts effectively, so that:
- our housing programs are achieving better outcomes for people
- housing support providers have the ongoing capacity and capability to deliver the services agreed in contracts
- issues and risks are managed to ensure the stable and uninterrupted delivery of housing programs
- there is clarity and accountability for all parties as to how funds and housing programs are being used to meet the needs of Tasmanians.
These achievements will enable us to demonstrate that contract management is achieving its objective.
